Commissioning Ministerial Decree 329/2004
The pressure equipment or assemblies are subject to the mandatory first system or commissioning check only if they are installed and assembled by the user on the system. The check, carried out upon request by the user company, concerns the verification of their correct installation on the system and allows, in case of a positive outcome, their commissioning.
The declaration of commissioning D.M. 329/2004, to be sent to the local INAIL Department competent for the province of installation and to the Local Health Unit (SPSAL) or to the competent Local Health Authority (PMIP-ASL), must contain:
- The list of individual equipment, with the respective pressure (PS), temperature (T), capacity (V) and operating fluid values;
- A technical report, with the system diagram, indicating the installation and operating conditions, the safety, protection and control measures adopted;
- An express declaration, drawn up pursuant to article 2 of Presidential Decree no. 403/1998 (provisions regarding substitute declarations) certifying that the installation was carried out in compliance with what is indicated in the user manual;
- The report that the verifier delivers to the company at the end of the verification, where required;
- A list of components operating in a viscous flow or creep regime (phenomenon of plastic deformation of the material, increasing over time, in the presence of constant stresses) or subjected to low-cyclic fatigue (phenomenon of degradation of the mechanical resistance of the material when subjected to repeated efforts over the time).
The equipment and assemblies listed in the art. are exempt from the commissioning check. 5 of the Ministerial Decree 329/2004 – “Exclusions”.

Inspection Plan
Ha lo scopo di riportare nel dettaglio l’estensione e la tipologia di controlli non distruttivi da effettuare sui singoli componenti di un attrezzatura in base ai meccanismi di danneggiamento attesi. L’intervallo di ricontrollo sarà funzione dell’estensione e tipologia di controlli (efficacia del controllo).

Condition Assessment / Re-inspection Interval
The re-inspection interval is a logical consequence of the condition assessment derived from the analysis of inspection results carried out in observance of the specific "Inspection Plan" and based on the expected damage mechanisms. The re-inspection interval must be such as to guarantee the safe operation of the equipment.
